Pickett Announces More than $20 Million in Impact Fee Revenue Generated for 110th District

HARRISBURG – More than $20.4 million in impact fee revenue was generated for the three counties and municipalities within the 110th District in Bradford, Sullivan and Susquehanna counties in 2015, Rep. Tina Pickett (R-Bradford/Sullivan/Susquehanna) announced today.

Impact fee revenue for the 2015 calendar year calculated $20.4 million, bringing a cumulative total of $125 million since the law was enacted in 2012.

“Even with the low market price of natural gas and a slowdown in drilling statewide, our area is still greatly benefiting from impact fee revenue,” said Pickett. “While revenue is down, the Northern Tier continues to bring in some of the top amounts in the state. This is allowing our local communities to further address the impacts from Marcellus Shale development.”

As outlined in Act 13 of 2012, impact fees are paid by drilling companies and are based both on the production and age of a deep well. Sixty percent of the total impact fee revenue is divided among municipalities with drilling activity, while the remaining 40 percent is collected for statewide uses. Local counties also see a share of that revenue.

In the 110th District, impact fee revenue has led to a variety of projects, including affordable housing, road repairs and improvements and flood protection, along with stabilizing local tax rates.

The following impact fee revenue amounts were announced for the three counties and their eligible municipalities that are part of the 110th District:

•    Bradford -- $4.9 million to the county, and a total of $5.96 million for municipalities.
•    Sullivan -- $480,616 to the county, and a total of $809,984 for municipalities.
•    Susquehanna -- $5.25 million to the county, and a total of $2.99 million for municipalities.

“In addition to addressing many of the impacts caused by drilling, this revenue has been a shot in the arm for many of our rural townships and boroughs that already have a limited tax base,” Pickett said. “Townships have been able to buy new equipment, remove weight limits from bridges, and keep taxes in check.”

In addition, impact fee revenue that is directed to state government will help to enforce clean air and water statutes; to plan for emergencies; to develop, deliver and sustain training and grant programs for first responders; and to help transition traditional fuel-powered vehicles to clean natural gas.
