Pickett, Baker Announce PENNVEST Funding for Lagoon Restoration Project

HARRISBURG – Rep. Tina Pickett (R-Bradford/Wyoming) and Sen. Lisa Baker (R-20) announced $6.72 million in PENNVEST funding, of which $3.48 million is a low-interest loan and $3.24 million is a grant. This funding is awarded to the Lake Winola Municipal Authority for an improvement project to rehabilitate two lagoons in Wyoming County.
The project will consist of installing new lagoon liners; removing, cleaning and reassembling the aeration system in the lagoons; and repairing or replacing the lagoon's underdrain and leak detection system. The funding was approved this week by the Pennsylvania Infrastructure Investment Authority (PENNVEST).
The project will also involve installing an ammonia treatment system; replacing the existing chlorine disinfection system with an ultraviolet disinfection system; installing a new electrical system, metals treatment system, a new emergency generator, supervisory control and data acquisition at the plant, and a new effluent pump station and meter. Environmental benefits include the elimination of the potential discharge of inadequately-treated sewage into Beaver Creek, a tributary to the Susquehanna River.
“This funding is an important investment in our community,” said Pickett. “Revitalizing these lagoons ensures we are not only restoring a valuable natural resource but also creating cleaner water and healthier ecosystems.”
“Lake Winola is a popular recreation destination known for boating, swimming, quality trout fishing and other water sports. Ensuring the structural integrity of wastewater lagoons is of paramount importance for public health and safety,” Baker said. “Potential leaks, spills, and overflows could impair water quality, severely damage water life, and pose risks for those using nearby streams. A project of this dimension has local quality of life benefits and contributes to improving the health of the Susquehanna River.”
Founded in 1988, PENNVEST provides grants and low-interest loans for design, engineering and construction of publicly and privately owned drinking water distribution and treatment facilities, as well as storm water and wastewater projects.
