Pickett’s Measure to Allow Email Delivery of Insurance Policies, Annuities Passes Committee
HARRISBURG – In seeking to streamline Pennsylvania’s insurance laws, Rep. Tina Pickett (R-Bradford/Sullivan/Susquehanna) has obtained committee approval of her legislation allowing insurance companies to deliver life insurance policies and annuities to be delivered electronically.
House Bill 972 was unanimously reported from the House Insurance Committee, which Pickett chairs, on April 22. It now heads to the House floor for consideration.
“This legislation addresses instances in which our state’s insurance laws haven’t kept up to pace with current technology,” Pickett said. “Allowing electronic delivery of life insurance policies and annuities would save time and cost for both the customer and the company.”
Under current law, insurers must either hand deliver or send via certified mail to a policyholder an insurance policy or annuity. In addition to hand delivery, insurers would also be allowed the option for electronic delivery of a policy or annuity. In the event a dispute would arise as to whether a policy or annuity was delivered to a policyholder, the burden of proof would remain with the insurer through reports and recordkeeping.
This is the second piece of legislation Pickett has sponsored this session to streamline the state’s insurance laws. The first, House Bill 717, would remove the requirement that the General Assembly be furnished with a print copy of an annual report required under the Flood Insurance Education and Information Act of 1996. That report is already found online.
